Boxing isn't like cycling. If you "never failed a test" (Lance Armstrong's refrain over the past decade) then regardless of what comes to light later, it's very difficult legally speaking, for any commission to impose any kind of sanction against you.
There's no "league of boxing" that can conduct an investigation, gather evidence, and impose punishment.
Like I've said before, the case of Gamboa is a textbook example of why there needs to be a requirement, at some threshold level in the sport where the cost of such testing is not onerous, that fighters be subjected to random testing even when out of the ring.
